My dear Laidlaw,

1st December, 1908.

We telegraphed to Hongkong on the subject of

the cable which you sent to me, and we have now had the

Governor's answer, the effect of which is as follows:-

In consequence of riots broken out on the 2nd

November the Governor proclaimed Section 6 of Ordinance

No. 10 of 1886. Chan-lo-chun and Chin-shin-pok not

being British subjects were banished under Section 13

(1) of that Ordinance. Mr. Punlantze not being a British

subject, was banished under Ordinance No. 1 of 1882,

after careful enquiry in accordance with the advice of

the Executive Council.

I enclose copies of the two

sections of the 1886 Ordine ce, and also of Section 4 (1)

of the 1882 Ordinance.
